Two weeks ago, Virginia FREE’s Evaluation Committee met to review the 2019 General Assembly Session. The consensus of that meeting was that thebiggest disappointment of the Session was that nothing had been accomplished to address the funding deficiencies for Interstate 81.
Tomorrow – Wednesday April 3rd – the General Assembly has another chance to help solve many of I-81’s obvious and significant problems.
Governor Northam’s Amendments to Senator Mark Obenshain’s SB1716 will provide much needed funding for Interstate 81.
Secretary of Transportation Shannon Valentine was interviewed on Virginia FREE Radio yesterday and laid out the case for the Amendments to Senator Obenshain’s bill. At the time, it was unknown if Sen. Obenshain supported the Amendments.
Two key decisions face the Amendments.
1) Will Senator Obenshain support the Amendments to his bill? This will have a major impact on the likelihood of success in the Senate. IF they are accepted by the Senate, the amended Senate Bill then goes to the House of Delegates.
2) Will Speaker of the House Kirk Cox rule that all of the Amendments are germane to the original bill? If the Amendments pass the Senate and are deemed germane, they will likely pass.
